New federal legislation classifies ballast water as pollutant

WASHINGTON, D.C. – Newly signed federal legislation includes the first-ever comprehensive plan to classify ballast water as a pollutant.

Under the Coast Guard bill signed by President Trump this week, ballast water discharge will be regulated under the Clean Water Act.

Enforcement will be handled by the Environmental Protection Agency and the Coast Guard.

The bill stops states from enacting their own regulations, but does allow Great Lakes states to adopt additional standards.

Ballast water is blamed for the spread of many invasive species from overseas to US ports.
