DULUTH, MN — 2018 brought with it many things, including plenty of changes for Duluth.

As we prepare to close the door on this year, we’re taking a look back in this Beyond the Headlines at what 2018 brought for the Zenith City, along with what’s in store in 2019.

There’s a lot to talk about–from Superior Street reconstruction and the city’s comprehensive land use plan, to tobacco ordinance changes and concerns over riot gear.

All of that, plus a proposed $800 million revamp to Duluth’s downtown.
